Amentum – Notice to Proceed (NTP) Approval Guide
A Notice to Proceed (NTP) is required before any work may begin onsite.
This article explains who is responsible for issuing an NTP and how the NTP process works in Pathwave for Amentum projects.
NTP Responsibility Overview (Important)

Is responsible for issuing the NTP

Amentum CMs do not issue NTPs for subcontractor crews. Their role is oversight and enforcement of compliance.
When an NTP Is Required
-
An NTP is required for every SPA
-
No work may begin until an NTP is issued
-
Work performed without an approved NTP is considered non-compliant
NTP Notification Flow
When a SPA is completed:
-
The CM assigned to the job (listed under Job Assignments on the Job Overview page) receives a text notification
-
This notification indicates the SPA is ready for review and NTP action

Issuing or Rejecting an NTP from the Portal
(Subcontractor CM / PM or Amentum CM for internal crews)

Navigate to Reports
-
Select Notice to Proceed report

Open the SPA requiring review
-
Review the SPA for completeness and accuracy
-
Select one of the following:
-
Approve → Issues the NTP
-
Reject → Rejects the SPA and returns it for correction
-
Outcome:
-
When approved, the assigned Foreman automatically receives a text confirmation
-
When rejected, the SPA must be corrected and resubmitted before work can begin

Issuing or Rejecting an NTP from the Mobile App
(Subcontractor CM / PM or Amentum CM for internal crews)

Navigate to the applicable job
-
Open the Notes section
-
Add a new note
-
Select the appropriate Note Type:
-
NTP Approved
-
NTP Rejected
-
-
Save the note
Selecting NTP Approved officially authorizes work to begin.

Amentum CM Oversight Responsibilities
For subcontractor work, Amentum CMs are responsible for:

Confirming an SPA has been submitted
-
Confirming an NTP has been issued by the subcontractor CM/PM
-
Ensuring no work begins without NTP approval
Amentum CMs should not issue NTPs for subcontractor crews.
